Áp dụng cho nhân sự, quản lý

Nhập user, nhân sự vào trường "Áp dụng cho nhân sự"
Ví dụ item Quản lý cấp cao/trung thì add quản lý cao/trung , item giám  đốc thì add giám đốc, item nhân sự, trưởng nhóm...
Và chỉnh sửa thời gian, quy định ở từng item đó.
﻿Quan trọng: 1 nhân sự, 1 user chỉ được add vào 1 item chế độ. 1 user không thể có mặt ở cả 2 chế độ quy định, sẽ dẫn tới trùng lặp và thuật toán sai.
